Who doesn't like the cool electric lights seen during rainy season in the clouds. Look no further its time to make them all by ourself.

  Open a new 500 x 500 PSD document.

  Go to Layer -> New -> Layer and press ok to make a new layer.

  Press D on your keyboard to reset your colors.
- Grab the gradient tool () and apply a gradient like this:

- Go to Filter -> Render -> Difference Clouds.

- Go to Image -> Adjustment -> Invert or press CTRL + I.

- Go to Image -> Adjustment -> Level or press CTRL + L and apply the following changes:

- Go to Image -> Adjustment -> Hue/Saturation and apply the following settings and press ok.

- Final result should look something like this:
